Kan. Church to Stop Picketing Funerals

It is sad to even call this band of wackos, a church but today Shirley Phelps-Roper, daughter of the Rev. Fred Phelps said that they would obey the law and stop picketing the funerals of soldiers, in states that have bans against the practice. Does this means they will in picket states that don't have these?
